On March 17, 2025, the Canadian Commercial Corporation (CCC) signed a government-to-government (G2G) contract with Ecuador’s Secretaría de Inversiones Público Privadas for advisory services on structuring Public-Private Partnership (P3) transactions. Under this agreement, Dentons Canada will deliver pre-feasibility and feasibility studies and structure the transaction for the critical Loja-Catamayo Road Corridor project in Ecuador.
This initiative, stemming from a 2022 Memorandum of Understanding (MOU) between CCC and Ecuador’s STAPP-GD, was formalized through an amendment in November 2024. The project focuses on a key transportation link between Loja and Catamayo, improving access to Catamayo Airport and driving economic development for over 750,000 residents.
Dentons Canada, leveraging its global infrastructure and P3 expertise, will provide financial modeling and legal structuring services tailored to ensure efficient collaboration between public and private stakeholders. Every G2G contract through CCC is legally signed in the name of the Government of Canada, offering an assurance of performance.
The Loja-Catamayo Road Corridor is one of eight major road initiatives in Ecuador being advanced under the P3 model, which aims to optimize public spending and maintenance, with expected savings of US$2.442 billion in infrastructure investment and US$1.761 billion in maintenance.
